Exciting News! Asheville Regional Housing Consortium HOME Program Awards: Henderson County

 

Over the last several months, the ARHC has been working to allocate HOME Program funds across the four-county region to create more affordable housing and increase housing access. Henderson County was awarded two projects, totaling $510,000. See below for project details.

 

Agency: Henderson County Habitat for Humanity

Award Amount: $160,000

Project Type: Down Payment Assistance (DPA)
Project Location: Dodd Meadows Neighborhood, Flat Rock NC

 

Agency: WDT Development, LLC

Award Amount: $350,000

Project Type: New Rental Construction

Project Location: White Pine Villas, Hendersonville NC

HOUSING FUNDING ALLOCATION IN HENDERSON COUNTY 2023

2023 HOME-ARP Allocation Plan 

 

In March 2021, the American Rescue Plan Act (“ARP”) (P.L. 117-2), was signed into law. This provides over $1.9 trillion in relief to localities impacted by the COVID-19 pandemic. From this funding, $5 billion is to be administered through HUD’s HOME Investment Partnerships Program (HOME), in order to address homelessness and housing service needs. This program is titled, “HOME-American Rescue Plan” or “HOME-ARP”.

The activities funded through HOME-ARP must primarily benefit those who are homeless, at risk of homelessness, or in other vulnerable populations. There are four types of activities that qualify for HOME-ARP funding:

  1. Development and support of affordable housing
  2. Tenant-based rental assistance (TBRA)
  3. Provision of supportive services
  4. Acquisition and development of non-congregate shelter units

The Asheville Regional Housing Consortium and City of Asheville Community Development Division staff are representing the region in the creation of an Allocation Plan for the HOME-ARP program. The allocation plan will determine how the $4.7 million in local HOME-ARP funding will be spent throughout Henderson, Buncombe, Transylvania, and Madison Counties
