Essential Departmental Functions: Site Development (Water Resources) is responsible for the following Regulations: 

Local Erosion Control Program (Henderson County Unincorporated areas, City of Hendersonville, Town of Fletcher, Town of Laurel Park, and Village of Flat Rock). 

Note: If you have a development project or soil erosion issue within the Town limits of Mills River, contact the Department of Environmental Quality (DEQ) - Asheville Regional Office (ARO) - Division of Energy, Mineral, and Land Resources (DEMLR) at the following phone number (828) 296-4500 to request assistance.

Local Stormwater Phase II Post-Construction Program (Henderson County Unincorporated areas; Town of Fletcher, Town of Laurel Park, and Village of Flat Rock). 

Local Flood Damage Prevention Program (Henderson County Unincorporated areas only).

Local Water Supply Watershed Program (Henderson County Unincorporated areas; and Town of Laurel Park).
