The video linked from this page is the video of the actual meeting which occurred on the referenced date.  However, you should be aware that the video is not the official or legal record of the actions taken at the meeting.  The video cannot be cited as showing the official action.

The legal record of the official actions taken at the meeting is the meeting minutes.  It is possible that the meeting minutes may differ somewhat from the events reflected.  This is common in governmental bodies (see, for example, Congressional Record, which every day allows for revisions and extensions of remarks).  What is important is that the official legal record of the proceedings reflects the exact action that the governmental body intended to take.
